Currently Namibia has 575.000 learners to accommodate with
a yearly increase of ten to twelve thousand.
According to the last census, 42 % of the population are
younger than 15 years and approximately 30 % are attending schools.
Despite of the fact that more than 20 % of the GDP is spend
for education the government is not able to provide adequate
accommodation for all Namibian learners.
Especially the maintenance of the existing schools is a crucial
issue.
Due to the width of the country many learners have to stay
in hostels.
The social environment of most learners makes a pre-primary
education necessary, but due to financial reasons the government
is not able to foster pre-primary facilities.
According to the constitution every child has the right for
free access to education, if enough facilities are available.
Every school charges fees. A rejection of learners who are
not able to pay the fees is prohibited.
Rejections are therefore often excused with insufficient accommodation
facilities.
