Currently Namibia has 575.000 learners to accommodate with a yearly increase of ten to twelve thousand.
According to the last census, 42 % of the population is younger than 15 years and approximately 30 % are attending schools.
More than 20 % of the GDP is annually spend for education
Despite this fact, the government is not able to provide adequate accommodation for all Namibian learners.
There are not enough funds to maintain and improve the necessary infrastructure
Especially the maintenance of the existing schools is a crucial issue.
Due to the width of the country, many learners have to stay in hostels.
The social environment of most learners makes a pre-primary education necessary, but due to financial reasons, the government is not able to foster pre-primary facilities.
According to the constitution, every child has the right for free access to education, if enough facilities are available.
Every school charges fees. A rejection of learners who are not able to pay the fees is prohibited. Rejections are therefore often excused with insufficient accommodation facilities.
